Wetland Delineations & Mitigation Planning |

Solstice has experience coordinating with the array of Federal agencies with jurisdiction or stakeholder interest in wetland issues including the U.S. Army Corps of Engineers, U.S. Coast Guard, Federal Highway Administration, U.S. Fish and Wildlife Services, Environmental Protection Agency, and a host of state and the local agencies including State Departments of Transportation, Department of Environmental Quality and Natural Resources, and Marine Resource Commissions. Solstice has training in, and years of practice with the Army Corps of Engineers wetland delineation methodology, EPA’s Rapid Bioassessment Protocol, Natural Channel Design Methodology for stream analysis and restoration, and wetland mitigation design. Our staff has delineation experience in a variety of wetland systems including isolated, tidal and non-tidal wetlands. Solstice’s approach to strategic mitigation planning is three-phased: © Determine key information necessary to obtain a complete understanding of baseline conditions and the ecological challenges that need to be addressed; © Provide applicable and feasible mitigation strategies and alternatives; © Provide all applicable construction management and post-construction monitoring and maintenance strategies important to ensure the long term success of the restoration project. |

Regulatory Compliance |

Solstice has extensive knowledge of environmental and natural resources laws and regulations, and permits across the United States. The regulations applicable to a specific project vary widely and are influenced by a project’s location, size, and jurisdiction. Through Solstice’s diverse experience with Federal, State, and Local clients, our team has first hand understanding of planning related regulatory issues. Our knowledge includes dealing with sensitive coastal environments in the Chesapeake Bay areas, as well as coastal waters in the Atlantic and Caribbean. In addition, much of our experience has involved working at or near historical landmarks and buildings, national and state parks, within special aquatic resources such as wetlands. Working in these environments often involves dealing with numerous stakeholders, regulatory issues, and other restrictions. Solstice has the knowledge to proactively address issues before they become problematic when dealing in these environments. A strong working relationship with the regulatory agencies is crucial to the timely execution of projects. Solstice is known not only for their technical expertise, but also for their reputations and relationships with the local regulatory agencies. Solstice has experience with regulatory coordination and acquisition of all required environmental permits for projects ranging from transportation, civil infrastructure, military infrastructure rehabilitation and construction, shoreline stabilization, and mission related training operations to range improvements. |

Public Involvement & Outreach Plans |

Today, to be successful in projects, planners must develop new, coordinated elements to reach the community, answer questions and demonstrate civic interest. Experience has taught us that there are a series of steps required to meet community demands and secure cooperation. When Solstice develops a Public Involvement or Community Outreach Plans, we tailor them specifically to each community. Solstice knows how to effectively develop and implement a coordinated approach tailored appropriately to the assigned project. It is important to note that Solstice is also able to provide a public involvement plan with the awareness that conflict, at times, is inevitable because of the diversity of stakeholders that have competing needs and concerns. The goal of conflict resolution is to turn this conflict into collaboration, by listening to and respecting stakeholder opinion, while at the same time stressing the importance of the project and its ultimate benefits to the surrounding area communities. |
